Decongesting India

While travelling across the metros , you will always confront with the traffic blocks, pollution, scarcity of water, etc. These metros are accomodating more than what they are designed to. That means overloaded. So how to maintain the equilibrium.
.
Idea can be derived from a simple example.
As the family grows, the facilities needs to grow. The house, rooms, size, energy etc. As years go by, so do the size and technology. While a family comprising of a father and mother and two little ones, can travel in a scooter or bike in the begninng. As little ones becomes next generation, opt for a different alternative. It could be a car or it could be other set of scooters or it could be a combination of car and scooter. Else the same family can risk their life travelling in the same old scooter.
.
.
First option is to improve the existing infrastructure, where the maximum people can be afforded without any congestion. But this always fails as political will is always a hinderance.
Second better way is to focus on surronding cities and partly shift the extra load to those cities. But at the same time there should not be a compromise in infrastructure and technology.Scalability always matter.
The third and most efficient way is to design another city with proper guidance from a city planning THINK-TANK. The design should be done, foreseeing the upcoming decades running costs, loads , traffic and environment, resources.
